D1 soccer rosters are capped at 28. Schools that opted into the 2025 House settlement can put athletic aid on any of those spots; a small number fully fund the roster, but most programs still spread partial aid. D1 schools that did not opt in, and all of D2, still work from about 9–10 equivalency scholarships split across the roster. NAIA carries around 12. D3 offers no athletic scholarships — academic and need-based aid only. NAIA and NJCAA (junior college) are separate associations, unaffected by the settlement, and their scholarship rules stand.
